    BASIC POSITION

    The specific power given to ACAS by TULRCA 1992, s.214 to set up inquiries is, in practice, used only for large scale inquiries.

    The "conciliation" section (TULRCA 1992, s.210) gives ACAS power to assist in bringing about settlement of any "trade dispute" not only by conciliation but also "by other means. . ." including ". . . the appointment of a person other than an officer or servant of ACAS to offer assistance to the parties to the dispute with a view to bringing about a settlement".
