This was a private member's Bill intoduced by Sir Malcolm Rifkind. It had its 2nd reading on 28th October 2005 (see Rights of Savers Bill 2nd reading, Hansard HC 28th Oct 2005, col 521).
It would have provided for a new savings scheme to replace the not very successful Stakeholder Pension scheme and also make changes to current rules requiring personal pension holders to buy an annuities.
