persons who are not of British origin constitute a racial group within the meaning of the Crime and Disorder Act 1998 s.28(4) hence, reference to "foreigners" would be a reference to such a racial group. The essence of the aggravated offences is the denial of equal respect and dignity to people who are seen as "other".
