NOTES
There is a list of EC/EU Treaties in the European Communities Act 1972 s.1 as amended.
The following is a list of the main Treaties linked to full text etc:
- Consolidated versions of the Treaty on European Union ("TEU") and The Treaty on the Functioning of the European Union ("TFUE") 2008/C 115/01. These are as renumbered, post Treaty of Lisbon. Following ratification of that Treaty (1st December 2009) provisions of the main EU Treaties were renumbered (a table of equivalencies for pre and post 1.12.2009 consolidated versions of the treaties is available in the EU Official Journal (see European Law/renumbering of Treaty articles ).
- Consolidated version of the Treaty on European Union and the Treaty Establishing the European Communities OJ C 321E , 29th December 2006 (http://eur-lex.europa.eu/LexUriServ/site/en/oj/2006/ce321/ce32120061229en00010331.pdf).
- Consolidated version of the 1957 EEC Treaty of Rome with Annexes and Protocols as at 24th December 2002 (http://eur-lex.europa.eu/en/treaties/dat/12002E/htm/C_2002325EN.003301.html)
- 1957.Consolidated version of the 1957 EEC Treaty of Rome as at 24th December 2002 (http://eur-lex.europa.eu/en/treaties/dat/12002E/htm/C_2002325EN.003301.html)
- 1965. Treaty of Brussels (the Merger Treaty), in force 1st July 1967. This replaced the original three Councils of Ministers (EEC, ECSC and Euratom), the two Commissions (EEC/Euratom) and the High Authority (ECSC) with a single European Council and a single European Commission.
- 1986. The Single European Act in force 1st July 1987, signed on 17th and 28th February 1986 (http://www.unizar.es/euroconstitucion/library/historic%20documents/SEA/Single%20European%20Act.pdf - there is also a useful Europa Guide to the Single European Act 1986 on the web).
- 1992. Treaty of Maastricht (The Treaty on European Union), in force 1st November 1993. signed on 7th February 1992 (http://eur-lex.europa.eu/en/treaties/dat/11992M/htm/11992M.html and see notes at European Law/Maastricht treaty )
- 1997.The Treaty of Amsterdam, in force 1st May 1999 , signed on 17th June 1997 (http://www.eurotreaties.com/amsterdamtreaty.pdf and see notes at European Law/Amsterdam treaty ).
- 2001. The Treaty of Nice, in force 1st February 2003 signed on 26th February 2001 (http://eur-lex.europa.eu/en/treaties/dat/12001C/htm/C_2001080EN.000101.html - there is also a useful Europa summary guide to the Treaty of Nice on the web).
- 2000. Charter of Fundamental Rights (although agreed in 2000 the Charter had no legally binding effect until December 2007. The December 2007 the Treaty of Lisbon art 1(8) introduced a replacement art 6(1) into the Treaty on European Union, specifically adopting the Charter as having the same legal effect as the treaties. The Charter gives EU citizens legally binding rights in respect of the operation of EU institutions and also wiill be legally binding on Member States when they are implementing EU law - however the UK and Poland have both opted out of this - see Protocol on the application of the Charter of Fundamental Rights of the European Union to Poland and to the United Kingdom.)
- 2004. DRAFT EU Constitutional Treaty, 29th October 2004 (UK government version) - this of course was rejected following the "NO" votes
in referendums in France and the Netherlands (see notes at European Law/Constitution etc ).
- 2007. Conclusions of the Presidency of the Brussels European Council, 22nd June 2007.
- 2007 - 2009. Treaty of Lisbon, in force 1st December 2009. This was signed on 13th December 2007 in Lisbon (save that Gordon Brown, then UK Prime Minister, did not attend and signed separately a few hours later). It was intended to come into force on 1st January 2009 but was delayed and eventually came into force 11 months late, on 1st December 2009. A referendum in Ireland had rejected the Lisbon treaty in June 2008 but a second Irish referendum a year later reversed that result. On 13th November 2009 the Czech Republic deposited its instrument of ratification, the last to be deposited, in Rome and the Treaty of Lisbon came into effect on 1st December 2009 (see 2009/12//01 - Europa Press Release "The Treaty of Lisbon and the Court of Justice of the European Union").
It can be confusing to read the full version of the Treaty of Lisbon. It has only seven articles (plus 12 protocols) but many of these seven articles amend articles in previous treaties and are laid out in a form which makes it hard to differentiate between which are articles of the Treaty of Lisbon itself and which are articles of other treaties. To aid navigation, the EU has provided a simple index to the Treaty of Lisbon itself.
