where an employee has the right to take time off work if "action" to care for a dependant is "necessary" (provided for, subject to conditions, by Employment Rights Act 1996 s57A(1)(d)) the question of what is "necessary" is a question of fact and the statutory provision should not be narrowly interpreted,
