    BASIC POSITION

    The official explanatory notes to the Private Security Industry Act 2001 explain that it sets out a system for the statutory regulation of the private security industry. It is seen as a key component in the government's approach to tackling crime, implementing proposals originally set out in Home Office White Paper CM 4254 Proposals for Regulation of the Private Security Industry in England and Wales, March 1999, CM 4254.

    Subject to exemptions, the Act makes it an offence without a licence to work in designated sectors of the industry or to employ an unlicensed person. The Act covers wheel clamping and door-keeping.

    A new Security Industry Authority has responsibility for licensing individuals to work within the designated sectors of the private security industry. It will also, under voluntary arrangements, approve suppliers of such services.
