The consultation paper accompanying the 1996 draft Employment Rights (Dispute Resolution) Bill contained a proposal for extending the time for a respondent in Tribunal proceedings to enter a notice of appearance from 14 to 21 days.

This has been overtaken by events and the change has now been implemented (see Procedure of Employment Tribunals/2001 rules/rule 03 - appearance by respondent ).
