In this case, judicial review was sought regarding the decision to introduce (i) new immigration rules applying to foreign postgraduate doctors and dentists which make it more difficult to obtain leave to enter or remain in the UK for the purposes of postgraduate training and (ii) guidance from the Department of Health which made it more difficult for doctors on the Highly Skilled Migrant Programme to obtain appointments in the NHS.
