Sheffield City Council v Norouzi - racial harassment

Where an employer is an emanation of the state, failure to act to safeguard an employee against continuing racially offensive acts of a third party can bring about liability on the part of the employer, regardless of whether the third party was acting on grounds of the employee's race.
