South Lanarkshire Council v Russell & ors - order by EJ alone following PHR before full tribunal is not valid

An Order issued by an Employment Judge alone, following a Pre-Hearing Review in front of a full panel of three, is not competently made (under Rule 18 of the 2004 Employment Tribunals Rules of Procedure) and the Order must be set aside.
