Rampton is a high security psychiatric hospital: it is managed by the NHS and holds, in certain circumstances, mentally ill patients in secure accommodation. The NHS Trust introduced a complete smoking ban in 2007, and N & E challenged the legislation in question - the Smoke-free (Exemptions and Vehicles) Regulations 2007, SI 2007/765.
