In 2005 the French Government changed the rules applying in France for calculation of workforce numbers so that employees engaged after 22nd June 2005 and under 26 years of age would not count in calculating the size of an employer's workforce. The main idea, appararently, was to massage the unemployment figures. However the number of workers in an establishment is relevant in relation to EU rules re (i) collective redundancies and (ii) informing and consulting employees.
