Article 6(1) of Decision 1/80 of the Association Council of 19 September 1980 (set up by Agreement establishing an Association between the EEC and Turkey) gives rights to access to employment (and thus residence) to Turkish workers. Essentially, after 1 year's legal employment a worker (who is in legal employment and registered as part of the labour force) may renew his permit to work for the same employer; after 3 years' legal employment he may accept another offer of employment in the same occupation, and after four years he may accept any paid employment.
