Independent Police Complaints Commission, R (on the application of) v The Chief Constable of West Mercia & Anor - disciplinary procedure - High Court (QBD) 4.5.07

The Independent Police Complaints Commission (IPCC) directed the Chief Constable to bring disciplinary proceedings against a P.C. Walton, who was thought to have used excessive and inappropriate force when arresting a defendant who had later died whilst in custody. The Chief Constable's panel of representatives claimed that the inquest had, in effect, 'exonerated' P.C. Walton from blame and refused to proceed with the disciplinary hearing.
