Kahl v GSCC - Requirement for recognised qualifications - Care Standards Tribunal 10.7.07

The General Social Care Council (GSCC) has a statutory duty under the Care Standards Act 2000 to maintain a register of social workers. Qualification in another EEA state is acceptable for registration provided it is "equivalent" to such qualifications and training in the UK. Mr Kahl applied for registration based on qualifications obtained in Germany. GSCC inquiries with the German Cultural Ministry established that his qualifications were not sufficient to enable Mr Kahl to work as a social worker in Germany. GSCC therefore rejected his application.
