Mulhern v Scottish Police Services Authority, CS
David Mulhern, chief executive of the Scottish Police Services Authority (SPSA), was suspended in January 2009. He faces 37 complaints and issues of concern centring around his allegedly bullying conduct.
In December 2008 the SPSA was due to hold a disciplinary hearing into his conduct and performance but he won an "interim interdict" to prevent the hearing being held. He insists that only the Scottish government can fire him.
