Borger v Tiroler Gebietskrankenkasse - social security benefits, "workers", and the irrelevance of an employment relationship

A person has the status of ‘worker’, within the meaning of Regulation No 1408/71 (coordination of social security benefits) - irrespective of the existence of an employment relationship - where he or she is covered, even if only in respect of a single risk, on a compulsory or optional basis, by a general or special social security scheme referred to in 1408/71 Article 1(a).
