ECHR Article 6 is only engaged where a disciplinary hearing may have the effect of depriving an employee of the right to practise their profession, such as that of a doctor. Neither loss of the right to be employed in a particular job, nor loss of professional reputation, are sufficient "civil rights" so as to engage the fair hearing requirements of Art 6.
