Even if Art 6 of the European Convention on Human Rights ("right to a fair trial") is in point, an army chaplain's right - pursuant to the Convention - to a fair hearing of his request for extension of his commission is satisfied by a combination of there being (i) a hearing before the Army Board and (ii) the opportunity to seek judicial review of the Board's decision.
