The US Supreme Court has "scaled back protections for (US) government workers who blow the whistle on official misconduct" (see Garcetti & ors v Ceballos 04-473 on 30th May 2006 [1]). A prosecuting official wrote a memo "blowing the whistle" on alleged malpractice in the County Sheriff's office. The Supreme Court has overruled a judgment which held that the memo was "protected speech".
