Exeter employment tribunal has made prohibition orders under the Employment Agencies Act 1973 against two men who ran an employment agency called R&B Drivers after one of their employees was killed in a crash after exceeding his driving hours limit. They supplied drivers to haulage operators or other agencies that could not fulfil a booking. Raymond Knapman was given a 10-year ban and Robert Legg five years following an application by the Department of Trade and Industry.
