An EEA citizen can qualify for the right to reside in the UK as a "jobseeker" or as a "worker" under Reg 6(1) of the Immigration (European Economic Area) Regulations 2006. A jobseeker must demonstrate that he has entered the UK in order to seek employment, provide evidence that he is seeking employment, and have a genuine chance of being engaged. Furthermore, under EU law, the concept of "worker" includes a jobseeker - there is no requirement for a worker to have actually worked in the host state.
