Mrs Beck, supplied by agency Supporta, was a home-help for Camden between 1999 and 2005. Camden gave her a rota of her own, and even recommended she change agencies when contracts were moved, so as to retain the work she did. Her contract with Supporta emphasised that she was not their employee. In 2005 Mrs Beck sought permanent employment with Camden; a police caution came to light, and so Camden withdrew the provisional offer of employment it had made her and refused to let her do any more work at all.
